Anyone know why people throw their shoes up over utility wires? I have seen in the city, in the country, in my home town, away on business. This picture was taken in NYC. Why? Anyone?

I'm told it's a gang sign meaning someone was murdered there. You saw it in our sleepy CT town?
It doesn't mean that around here. I don't know what it means but there certainly have not been any murders in our town.
